1.0 Purpose

The purpose of this policy is to ensure the safety, security, and accessibility of Baker College parking areas for students, faculty, staff, and their authorized guests.

2.0 Definitions

Authorized Guests – Persons approved by Baker College to visit campus facilities, including parking areas, under the sponsorship of a student, faculty member, or staff member.

Parking Validation – A process by which Baker College confirms a visitor’s or student’s use of designated off-site or partner parking facilities and covers or discounts associated parking fees, in accordance with College parking agreements and procedures.

Reserved Parking Areas – Clearly marked parking spaces set aside for specific users, such as employees, visitors, or individuals with disabilities, with use limited to those authorized.

3.0 Scope

This policy applies to all Baker College students, faculty, staff, and authorized guests utilizing any College-owned or controlled parking facilities, including garages, gated lots, and surface parking areas.

4.0 Policy Statement

Parking Access

Access to College-owned parking facilities is available to Baker College students, faculty, and staff in accordance with designated parking allocations.

  • The Royal Oak Parking Garage is reserved exclusively for employees.
  • The gated parking area at the Muskegon Culinary Institute of Michigan (CIM) is reserved exclusively for employees.
  • Guest parking is not permitted in either of these employee-only locations.

Baker College ID Usage

Baker College-issued identification cards must be used only by the individual to whom they are issued for access to gated parking areas and parking garages.

Guest Registration

Students, faculty, and staff are responsible for ensuring that their authorized guests are aware of and comply with all College parking regulations. Guests of residence hall students are required to be registered in accordance with applicable College policies.

Security Measures

Baker College students, faculty, and staff must promptly report concerns or unusual activity in parking areas to Campus Safety.

Parking Lots

All College parking lots are paved, well-lit, and available during College operating hours without parking fees. Certain parking spaces are reserved for designated uses, including, but not limited to handicapped accessible parking, visitor parking, residence hall parking, and employee parking. These spaces are identified through signage and/or pavement markings. Vehicles remaining in parking lots after 10:00 p.m. require notification to Campus Safety for safety and security purposes. In Royal Oak, students may use the City parking garage located south of campus.

Residence Halls

Residence hall students are required to display a valid parking permit in their vehicle when parking in College-owned facilities.

5.0 Procedures

Residence Hall Student Parking Permits

  • Residence hall students must register their vehicle with the Campus Safety Office.
  • Upon registration, students will receive a parking permit at no charge.
  • The permit must be displayed in a visible location in the vehicle at all times when parked in College-owned or controlled parking areas.

Guest Parking Registration for Residence Hall Students

  • Residence hall students hosting guests must follow residence hall policies for guest approval.
  • Guest vehicles must be registered with Campus Safety or Residence Life staff before parking in College-owned or controlled facilities.
  • Registered guests will be provided with instructions on where to park and any time or access limitations.

Parking: Royal Oak Campus

  • In Royal Oak, students may park in the City parking garage located south of campus.

Reserved Parking Use

  • Spaces marked for specific groups (e.g., handicapped accessible parking, visitor parking, residence hall parking, employee parking) are to be used only by those authorized to do so.
  • Use of a reserved space requires displaying the appropriate permit, placard, or authorization in accordance with posted signage.

Access to Gated Parking Areas and Garages

  • Gated parking areas and parking garages require the use of a Baker College-issued ID card for entry.
  • ID cards are issued to individuals by Baker College and must not be shared or used by anyone other than the person to whom they are issued.
  • Lost or stolen ID cards must be reported immediately to Campus Safety for deactivation and replacement.

After-Hours Parking

  • Vehicles remaining in College-owned parking lots after 10:00 p.m. must be reported to Campus Safety.
  • Campus Safety will verify vehicle status and ensure appropriate security measures are in place.

6.0 Responsibilities

Campus Safety Director or Designee

  • Oversee the implementation of this parking policy, including the issuance of parking permits, validation processes, and addressing parking-related concerns.
