1.0 Purpose
The purpose of this policy is to affirm Baker College’s commitment to the free exchange of ideas while establishing guiding principles to support peaceful demonstrations and protests on campus.
2.0 Definitions
Demonstration - A public gathering of individuals expressing their views or opinions on a particular issue.
Protest - An expression of objection or dissent, often organized to advocate for change.
3.0 Scope
This policy applies to all members of the Baker College community — including students, faculty, administration, and staff — as well as campus visitors, regardless of their participation in or observation of demonstrations or protests.
4.0 Policy Statement
Baker College is dedicated to allowing the free exchange of ideas and recognizes peaceful demonstration and protest as a form of expression. However, the College may impose certain limitations to maintain a safe and orderly environment:
- Baker College may restrict speech that is defamatory, harassing, invades privacy, incites imminent violence, or violates the law.
- Reasonable limitations may be placed on the time, place, and manner of expression to ensure it does not interfere with core instructional and administrative functions.
- The College reserves the right to prohibit demonstrations or protests that disrupt the orderly operations of the institution.
- Demonstrations or protests not organized and substantially attended by Baker College students, faculty, administration, or staff are prohibited.
This policy does not preclude law enforcement or the College from taking appropriate action, including criminal complaints, arrests, or civil no-trespassing actions.
5.0 Procedures
- Organizers must notify the Campus Director or Human Resources at least 48 hours in advance of the intended demonstration or protest.
- All demonstrations must comply with the conditions set forth in this policy.
- Campus Safety or designated staff will monitor the event to ensure compliance.
- Concerns or violations must be reported immediately to the Campus Director or Human Resources.
- Unauthorized individuals or external groups will be asked to leave campus.
- Baker College is committed to maintaining a safe campus environment. As stated in the Baker College Student Handbook, illegal activities and weapons are not permitted on campus. Baker College is a Weapons-Free Campus, except for authorized personnel in the Campus Safety Department. Individuals possessing weapons will be approached safely and asked to leave campus. If they refuse, local law enforcement will be contacted for assistance.
6.0 Responsibilities
Human Resources
- Administer and maintain this policy.
- Provide ongoing communication and training to ensure community-wide understanding.
Campus Director & Designated Officers
- Serve as the primary point of contact for demonstration requests.
- Monitor adherence to policy during events.
- Address disruptions in coordination with Human Resources and Campus Safety.
