1.0 Purpose

The purpose of this policy is to promote a safe, healthy, and supportive environment for the Baker College community by providing education on the potential risks associated with alcohol and drug use. This policy also outlines available prevention programs and resources to help students, faculty, and staff make informed decisions regarding substance use.

2.0 Definitions

Minor -  A person under the age of 21

3.0 Scope

This policy applies to all Baker College students, faculty, and staff, whether on college property or participating in college-sponsored activities, in accordance with the Drug-Free Schools and Campuses Regulations (34 CFR Part 86) of the Drug-Free Schools and Communities Act (DFSCA).

4.0 Policy Statement

Baker College is committed to fostering a safe, healthy, and supportive campus environment by promoting responsible behavior and adherence to legal standards regarding alcohol use. In alignment with the Drug-Free Schools and Campuses Regulations, the College seeks to prevent high-risk alcohol consumption and its potential impact on academic success, well-being, and community safety.

The College prohibits the unauthorized possession, consumption, or distribution of alcohol on Baker College property or during college-sponsored activities. While individuals who are 21 years of age or older may lawfully consume alcohol, such consumption is only permitted in limited circumstances expressly authorized by the Campus Director or their designee and must remain in full compliance with applicable laws and institutional expectations.

Baker College encourages informed, responsible decision-making and supports education and prevention efforts that reduce alcohol-related harm. The College affirms its commitment to uphold federal, state, and local laws while maintaining a learning environment that prioritizes personal responsibility, mutual respect, and community well-being.

5.0 Procedures

To support the implementation of this policy and ensure consistency, fairness, and accountability, the following procedures apply:

Residential Student Alcohol Guidelines

Students aged 21 or older may possess and consume alcohol in designated campus housing, provided the following conditions are met:

  • Location of Consumption:

    • Alcohol may only be consumed within the student’s assigned residence hall unit.
    • The door to the unit must remain closed during consumption.
  • Presence of Minors:

    • Alcohol consumption is prohibited in any residence hall unit when individuals under the age of 21 are present, with the exception of assigned roommates.

  • Transport and Storage:

    • Alcohol must be transported to and from the residence hall in a sealed, covered container.
    • Open containers are not permitted in public or common areas of the residence hall or campus.
  • Quantity Restrictions:

    • The number of open alcohol containers in a room must not exceed the number of legal-aged individuals present.
    • Bulk quantities and common-source containers (e.g., kegs, punch bowls, boxed wine, or large dispensers) are strictly prohibited.

These procedures are designed to promote individual accountability, prevent high-risk alcohol use, and maintain a respectful and legally compliant residential environment.

Employee Violations

  • Employee violations of this policy will be addressed by the Office of Human Resources in accordance with college procedures.
  • Appropriate actions may include support through employee assistance resources, performance management, or disciplinary processes, as applicable.

Student Violations

  • Student violations of this policy will be addressed by the Campus Director of Student Affairs.
  • Students may be referred for educational interventions, restorative processes, or other responses in line with the Student Code of Conduct.

6.0 Responsibilities

Baker College System Vice Presidents for Human Resources, Campus Administration & Engagement, Student Success & Engagement, and Financial Aid

  • Conduct biennial policy reviews.
  • Retain records in accordance with the college’s retention policy.

Baker College System President / CEO

  • Review and approve the biennial policy assessment.
